Acer Nitro 5 cpu temp problem.CPU temperature is too high (70-95)

Hi guys, I have a problem that my CPU temperature is too high (70-95) even if my laptop is not running any heavy app or in idle state. I tried to left it there but temp just drop down 5-10 degree but whenever I open any light app (like task manager or nitro sense), cpu temp will increase drastically, even my laptop's fans work at maximum performance but CPU temp does not change. And i think because of cpu temp so that my CPU speed is drop down to (sometime below 1GHz). Please help me, thanks all of you guys.
NOTE: my laptop is clean and repasted thermal paste 2 weeks ago and yesterday.

Temperatures can run high for this laptop, the CPU sustains 100℃, to mitigate overheating make sure your Windows version is UpToDate, you have the latest Acer BIOS installed for your model and change the Power Plan to Balanced, you can also reduce the Processor Power State in Advanced Power Plan settings from 100 to 95% for both plugged in and on battery. If none of this helps the fans and vents probably need a thorough cleaning and repasting by a technician (Acer Services in your country). Tip: Use a powerful but silent 5-fan cooling pad under the laptop.

That's all you can do, don't worry as the system will throttle down power already before temp. reaches the threshold.

UPDATE: CPU is showed high temp but when i touch the surface of my laptop, it is not hot. But the CPU high temp due to system will decrease speed of CPU :(((, my laptop is running very slow now. Please help me!
