Restarting computer won't work in my swift sfg14-71t laptop, why?

why when i use my mouse to select restart my swift sfg14-71t laptop and try to restart my laptop does the laptop just freezes saying restarting with a dotted circle spinning on top. i physically have to hold down the on/off button to restart my computer why?

Make sure all apps/programs are closed before Restarting, remove the connected peripherals that not needed to operate your PC (e.g. USB disks and your mouse). Restart with the touchpad. If still cannot restart, boot to Safe Mode and try to restart if that works there is a rogue driver or program not shutting down properly.
