Instead of cloning, consider backing up your entire C:\ drive with the legacy W7 Create a system Image option in W10-11 control panel: Connect a USB Back-up drive (get a good quality HDD/SSD BU drive for Windows) with more free space than your C:\ disk, open the W7 Backup program in Windows10-11 and click at the top left on "Create a system Image", select complete drive to be backed up. At the end it will ask if you want to make a Recovery drive (recommended), insert a USB flash drive of 20+GB and click Yes, replace your old C:\ disk with the new SSD, make sure the backup drive with the image file is still connected to a 2nd USB port and boot with the Recovery USB stick, select in Troubleshoot Advanced options "Restore from an image file on another drive" and it will find your backup drive (takes 40 minutes to restore). The VHD image file on the backup drive can be mounted in Windows File Explorer on any Windows PC to view folders and copy files, etc. https://www.howtogeek.com/4241/how-to-create-a-system-image-in-windows/

You are using the wrong cloning software, use the official oem drive manufacturers M.2 SSD cloning software, if it’s a WDC use their oem Acronis True Image for Western Digital etc as then you will see the C:\ boot drive and the USB to clone to.
