Microsoft PIN Login Issue, it says try again or skip, when click skip it gives me the same message

Hello! When I start the laptop I get to the Microsoft login screen. I enter the correct password which sends me to a "set up pin" screen. I click "next" and it says I am unable to set up pin and try again or skip for now. I hit skip for now since I keep getting the same message. The screen goes black and goes back to the login screen. Any help?

Rebooting and Alt + F10 has not worked and there is no other option to log in to get to the Start menu.
