a515-56t that only powers on with the charger plugged in, even the CPU limited to 0.19GHZ

I am working on an Acer Aspire A515-56T that only powers on with the
charger plugged in, as soon as the charger is disconnected. However,
even in that case the CPU seems limited to 0.19Ghz, resulting in the
computer being extremely slow.

Here is what I have tried so far:

  • Replaced the battery with a new one - no change, Windows reports 49%
    charge, orange charging light is on when charger is plugged in
  • Update the BIOS - no change
  • Reseat the RAM - no change
  • Try running Ubuntu to see if there would be a difference (currently has Windows 11) - no change
  • Set power plan in windows to high perf with minimum processor state to 100% - CPU still stuck at 0.19Ghz
  • Battery reset procedure, power down, hold power button for 15 secs,
    hold battery reset button on the bottom of computer via a paper clip for
    15 secs, wait 5 minutes -no change
  • Checked for bent pins on pjp201 battery connector, none

Another thing I have found is that disconnecting the battery
internally and then running the computer with just the charger allows
the CPU to run at its full speed instead of being stuck on 0.19Ghz. The
computer works just fine like this.

    If your laptop only works when it’s plugged in and doesn’t function on battery power, there could be several reasons for this issue. Let’s troubleshoot and explore potential solutions, as having your laptop only work with the adaptor, once you disconnect the adaptor your laptop will lose everything and will not retain anything, here are some steps that you should take:

    Troubleshoot Power:

    • Type “troubleshoot” in the Cortana Search bar.
    • Click on “Troubleshoot.”
    • Scroll down and select “Power.”
    • Run the troubleshooter and follow the on-screen instructions.

    Restore Default Power Settings:

    • Press Windows Key + I to open Windows Settings.
    • Go to System > Power & sleep.
    • Click Additional power settings to open Power options.
    • Click Change Plan Settings.
    • Choose the power plan you’re using and click Restore default settings for this plan.

    Disable Fast Startup:

    • In the same Power options window:
    • Click Choose what the power buttons do.
    • Click Change settings that are currently unavailable.
    • Scroll down to Shutdown settings and uncheck Turn on fast startup.
    • Click Save changes.

    Uninstall and Reinstall Battery Driver (Only for laptops):

    • Attach the power cord.
    • Reboot your computer.
    • Press Windows Key + X and open Device Manager.

    • Remove the power cord.
    • Attach your battery.
    • Attach the power cord.
    • Reboot the computer to automatically reinstall the driver.

    Perform a Windows 10/11 Repair Upgrade:

    If the above doesn't work, then go to this guide and try their solutions also "Laptop Only Works When Plugged In (Why & How to Fix it)" otherwise and if you can't fix your laptop after all the above, then take your laptop to an experienced technician that can analyze your laptop fault in its power rail and change appropriate components so that your laptop works both on battery and mains power with the adaptor.     Thank you for your quick response.I tried everything but unfortunately nothing helped.When I disconnect the battery from the motherboard, the laptop behaves normally. But I have to run the Throttle stop program for the first time to get the CPU clock back.
