The laptop is throttling due to 1: Power Plan settings, energy saver and Processor maximum Power state. 2: Temperature limits set for the GPU and CPU. Speed is a function of VRAM availability, what is running at the background that uses a lot of your resources and the condition of your system (maintenance and updates). If you are running W11 you should be on version 23H2.
