I have an ACER ASPIRE 3 a315-58g laptop and it has a problem with the processor, it uses only 12 and sometimes 10 watts, although it should use approximately 40 watts. I once found a life hack how to fight this, but it is long and impractical, I went through msconfig and started safe mode, exited it and got 30-40 watts, but it didn’t last long and the watts dropped to 12. I also saw according to the task manager, the frequency of the processor is then 1.67 GHz, please help, I reinstalled the drivers for the processor, I have high performance enabled, but still 12 watts, please help

There is nothing wrong with your CPU if it runs on 1.67 GHz that keeps the CPU cool and preserves power. I have a new i7 12700H 12th Gen. 14 cores CPU that runs on only 1.5 GHz with Balanced Power Plan while the Base frequency is 2.3 GHz. Be happy with a cool system and long battery life.

if I had it working in a balanced mode, then I would not write here, but it works for me at maximum power and high load (look at the photo I downloaded)

Change to Balanced Power Plan and disable some or all the programs that you may have running at the background, like bloatware, 3rd party AV and browsers, trial versions that all try to go online and update 24/7, what were you downloading? This is a barely 2-year-old laptop that should be able to run light games without any issues. I don't know if you tried to overclock the CPU but on idle it should run at 5% when working 10% max. If you have done proper system maintenance, updated Windows11 to version 22H2 build 22621.2361 and have the latest BIOS not getting problem Kernel reports in Reliability History or critical errors in Event Viewer, but still have this high CPU usage on idle, I recommend bringing the laptop to Acer Services in your country for checking.
