My Acer Aspire ES1-431's cpu speed is stuck at 0.48GHz

Hello my laptop suddenly is stuck at 0.48GHz and won't move from there after I did a deep clean of the fans and at 30% utilization in task manager. How do I fix this?

    Check your battery and if its an old battery I would change it, as a low frequency cpu is the first sign of a low battery that needs changing, as its not charging properley, also check your adaptor/charger.

    Do a hard reset by taking the main battery out first then take the RTC battery out and short the +&- pins of this battery with a pair of tweezers or paper clip then take the ram out and leave the laptop like that for 1 hour, after 1 hour connect all components but if you have 2x ram modules alternate between the two to see if any are faulty. See if a hard reset resets the laptop IO or bios chips and makes the cpu work fully, if not then the cpu is damaged or you must have shorted something to the cpu while cleaning the laptop.
