Boot time is exactly 16 minutes in Acer Aspire 5 (i3 7th gen) on Windows 10

Device : Acer Aspire 5 (i3 7th gen)
Ram : Stock 4GB, New Installed 4GB (different brand and bus speed)
Storage : Stock 1TB HDD, New Installed 128 GB SSD

(The Problem is : Boot time 16 minutes with HDD online and 20 second with it offline. )

After installing New Ram & SSD the technician installed new win 10 in SSD but the older OS remained in the HDD. Then i came home and after a day i clean installed win 11 from bootable usb in the SSD and it was successful but booting time was exactly 16 minutes each time. Then i thought there were any problem in the installation so i installed the official win 10 again. But the same problem remains. Then i discovered that my boot priority was set first HDD then SSD. I changed that and put SSD on top. Didn't get it fixed. Then i deleted HDD's all partitions except those where i kept my files. I deleted the older C: drive of HDD, system partition, recovery partition etc. And then there were only SSD left as bootable. That too didn't solve it. Then i again clean installed win 11 while ejecting the HDD. Again didn't solve the issue. Everytime the computer boots it takes exactly 16 minutes.
When i turned the HDD offline from bios and restarted the pc it booted in 20 second that's how i knew that the problem is HDD or something with the startup related to HDD.

Now, have anyone faced similar issue or know why it is occuring?
A solution will be much appreciated. It is very disturbing to wait for 16 minutes after every boot up. Or i have to eject the HDD every time but then i don't have the data on HDD.
