is there any way to get updated ACPI firmware for TC-1660 ?

this TC-1660 doesn't work with any USB-port addon card in the PCIe x16 slot.

I initially thought the bug was limited to x4 cards.
but just now I found and tested a USB 3.0 PCIe x1 card.
it wouldn't work either in the x16 slot.
Windows sees it - it just can't enable it in that x16 slot.

Windows USBxhci uses ACPI. there's no way around it.
that seems to be the only thing it can be.

    Get a USB hub for your TC-1660 Intel® B560 Chipset desktop as that will work, these are the specs of this desktops Intergrated I/Os. Remember the specs of what x16 and x1 are theoretically, here is a basic explanation:

    The speed of PCIe x1 depends on the version of the motherboard. If it's a new motherboard from the last 3-4 years, it is probably PCIe 3.0, meaning 1-lane in it (x1) can do 984.6MB/s. If it's PCIe 2.0, it can do exactly 500MB/s1. PCIe 3.0 has 1.969 GB/s of throughput, but uses the same line as 3.0 – 128b/130b. PCIe 5.0 has a speed of 3.938 GB/s

    PCI Express (PCIe) is a high-speed serial computer expansion bus standard. The speed of a PCIe x16 slot depends on the version of the specification.

    PCIe 1.0: Up to 250 MB/s in an X1 slot or up to 4,000 MB/s in an X16 slot.

    PCIe 3.0: Up to 985 MB/s for an X1 card and 15,760 MB/S for an X16 card.

    PCIe 4.0: ~4GB/s per lane, so a PCIe 4.0 x16 port would be capable of ~64GB/s total bandwidth.

    PCIe 6.0: 128 Gigabytes per second in a single direction and 256 Gigabytes per second in dual direction.
