Will the USB Recovery device be able to restore my OS on my laptop?

    Yes, if you made the USB recovery drive on that same laptop with the No Bootable Device and place it in the same USB port. Insert it in the correct USB port and boot with F2, go to the Boot tab and locate your USB drive, move the USB drive to the top of the boot devices list. Save on Exit and reboot without pressing F2 this time. You should get the Blue Windows Recovery screen with the Troubleshoot menu, in Advanced you will see options the Reset this PC etc.,
    If this fails you have to Clean install Windows with a USB flash drive and ISO file made on another Windows PC. or if you suspect a hardware issue like HDD/SSD failure, I suggest bringing your laptop to Acer Services in your country to reset your system to factory defaults. Also the bootloader may be missing or corrupted on your boot drive and then nothing will work till you repaired that. Acer will reformat the drive so you will lose all your data, take the boot drive out mount it in an external USB case and copy your files to another PC before sending your laptop to Acer, if you have privacy concerns you can reformat the drive before reinstalling back it in the laptop.
