I recently bought the Acer Swift X and I've noticed there is a very noticeable amount of input delay when I do things compared to other laptops and desktops I've used before.

Network latency and RAM latency are hardware controlled delays (DDR4 modules and routers/ISP modems). any other form of delay like keyboard/mice/external drives input are driver issues or caused by corrupted system files, check Device Manager if you see yellow exclamation marks and uninstall those rogue drivers including Unknown Devices and problem drivers in hidden devices.

Refresh your system image and repair the system files, go online, verify internet is working and paste the following commands in the Command Prompt opened as administrator, one by one, each must be completed successfully.
    Dism.exe /online /cleanup-image /restorehealth

    SFC /scannow

Rerun these 2 commands if failed or files were not repaired, till OK. Another thing to check is your system memory in Task Manager Performance tab, check if remaining RAM = >50%, if not, disable all Startup apps (Startup tab), your 3rd party AV programs and anything running (background apps) you don't need. Get faster DDR4s, a kit that runs in Dual Channel mode.

Last but not least: type Storage Sense in Search and let it scan your c:\ drive. Purge caches and click on the Temp. bin at the bottom, it will find GBs of Windows update files possibly including OldDos, delete everything and Optimize (trim) your SSDs.
