hello, why does my processor run at such high frequencies at rest? Frequencies oscillate around 4000-4500Mhz
Is it normal to do nothing? Despite this, the load is 0%, but it is noisy and the CPU temperature also jumps up.

Yes, it's normal because there are many background Processes running while idling, mine goes up to 4.1GHz while idling.
