The reason your laptop won't shutdown is that a process is hanging (won't close), by forcing any process to end (abort) by cutting off the power, IMO, will corrupt a Windows system file (in Sysmain) but some of our friends here claim that pressing the Power Button for10 seconds is just a "soft" routine like ending a process in Task Manager. (I worked for 3 decades with Windows platforms and disagree with that argument) I don't recommend to abort any process in Windows even in Task Manager and always check your Event Viewer what critical errors are logged at the time of the app hanging and after forcing a shutdown also check Security and Maintenance>Maintenance>Reliability monitor for red critical kernel errors and open the bug reports at the bottom of that screen.

If you get no response with the Power Button, unplug your adapter, wait a while and try to boot with the battery, plug and unplug the adapter helps, also waiting between different "Power Drain" routines helps, read on this forum how others managed to get their laptops to boot gain using the Pinhole at the back or disconnect the battery cable to the MOBO and always wait a few minutes between the different moves. When I got my laptop to boot again I uninstalled the MS ACPI Battery Controller in Device Manager (Battery) and that greatly improved my charging and booting issues. Some tried to boot the next day and that worked😉

To fix unable to shut down properly you need to start in Safe Mode to disable some Startup programs in Task Manager, and check Device manager (show also the hidden devices) for rogue drivers marked with yellow exclamation marks.

Often GPU drivers are freezing and then fail to load when rebooting, uninstall those in Safe Mode with freeware called Display Driver Uninstaller (DDU) by Wagnard:

Reboot and if still shutdown/hang issues, restart in Safe Mode and disable all Startup programs in Task Manager Startup tab.

Reboot and still have issues, restart in Safe Mode and type MSCONFIG in the Search bar (or with Windows Key+R). In the Boot tab you will find Safe Boot and what Windows process you can disable, select only minimal, nothing else or you may end up with a blank screen (without a mouse) after rebooting. You can also turn off some Windows features in Safe Mode that you may have activated or uninstall updates. Last resort if nothing works, restore your registry (System Restore to an earlier point) type Create a Restore Point in Search bar, click on System Restore and select a date. Best results are obtained in Safe Mode.
