Acer Nitro AN515-44 USB ports will not recognize devices

Sometimes when I power on my computer the usb ports will not recognize devices. Any device plugged in will still receive power, they just won't be recognized by the computer as being plugged in. When I try to perform a proper Restart or Shutdown the computer, it hangs on a black screen and never actually shuts down or restarts. However, if I instead just hard reset the computer by holding down the power button and then turn the computer back on, devices are then suddenly recognized. This issue happens randomly; not every day, every restart, etc. I've been unable to find any pattern to predict when it will happen or what causes it.
