After an attempted reset my Helios 300 (G3-571-77QK) is stuck in a loop installing windows

Yesterday I attempted to factory reset my Helios 300 (G3-571-77QK) laptop and delete all by data from it via the reset feature in windows.

For at least 12 hours it's been going through a loop after I started that process between three screens every 15 seconds or so. They are below in chronological order. The last screen has shown 64% for all of this time.

I'm selling this laptop on ebay and have had it purchased by someone. I'd like to wipe my data from it and get it functional again as soon as possible.

    Create a USB installable media for windows, and use it to set up windows. Enter common username like "administrator" as an offline account to set it up. Do not connect to wifi or add devices.

    Create a USB installable media for windows, and use it to set up windows. Stop where it tells you to select country.

    To break that loop you need to get to WindowsRE (The same Blue screen but with a menu and options). Several ways to get to WindowsRE, shutdown and start then shut down again, 3-4 times in a row will get to the Repair screen but with options to Reset this PC and start in Safe mode. Alt+F10 is another method:

    A third method is using your recovery USB flash drive, or a bootable USB drive made on another PC as suggested above.

    In WindowsRE you can “Reset this PC” directly but IMO the best way is to do this Reset in Safe Mode: Troubleshoot>Advanced>Restart>Safe Mode (F4 or 4 and F5 or 5 with Networking enabled). In safe mode you then type/paste this command in the Command Prompt: systemreset --factoryreset
