I have an Acer XF243Y P, the hz/refresh rate is not working anymore

I have been using this monitor for over a year now with no issues until recently. I have a custom pc with a MSI RTX 2070 gpu, and an i7-8700k cpu. The monitor I have from acer supports 165hz, and I have been using the monitor at this refresh rate since I got it. However, in the last couple days the monitor for some reason is stuck at what appears to be 60hz. Both windows settings and nvidia settings have the mointor set to 165hz, yet it very clearly is not displaying at this refresh rate. As of recent there have been only a couple changes with the monitor and my pc. These are a windows 10 update, a geforce driver update, downloading valorant, and the use of a ps4 on the this monitor. I do not think it is the windows update, geforce update, or valorant download, as I have trouble shooted these, and even rolled back to previous versions. Additionally, I used my friends acer monitor, which is a different but similar model (23.8, 1920x1080, 165hz) and this monitor displayed 165hz no problem, without me making any changes. I have tried using different display port cords on the monitor, as well as plugging the cords into different slots on my gpu, but this obviously didn't work. I used the ps4 with an hdmi cord, and am not sure how that would affect my display port connection between the monitor and pc, but maybe it somehow got the monitor stuck at 60hz. Like I said everything shows that the monitor should be at 165hz, and another monitor worked just fine at 165hz, but for some reason my monitor is stuck at 60hz. I can provide any additional information if needed, and any help would be appreciated.

    Remove all cables from the monitor. Long press and hold power button for about a minute. Reconnect all cables. With PC turned off, turn monitor on first. Wait a few moments. Then turn PC on. Test again.
