Hello, what settings do I need to make in the advanced bios to keep the fans off all the time?

I use the laptop only for browsing and reading.

I set "cpu flex ratio settings" to 15 in the bios, I entered throttlestop and lowered it from there to 15 (before it wouldn't let me).

But the fans still do not react positively to this decrease in speed.

Do I need to do anything else?

Please give me suggestions.

The laptop is PH317-52, it has the original bios from the acer site, namely 1.26 insydeH20 5.0

Currently I use ThrottleStop, with ratios 22 and undervolt FULL, but sometimes the fans still turn on.

The fans must remain on at low power idle speeds of about 2000rpm to prevent stiction or inertial stalling of the fan blade rotor bearings that can happen if the blades aren't moving.
