I have a laptop with Windows 8.1 and I have accessed BIOS. I have then accidentally chosen the option to ‘Erase All Secure Boot Settings’. Now my computer will not boot at all

You probably will need to reinstall / repair windows using the medria creation toolkit from another machine

We can't really give you better info without knowing what computer you have. Different models have different features, including the BIOS settings. Normally all you need to do is add your EFI file back into the list of trusted images.
