Is there a way to Limit Turbo Boosting?

Is there a way to limit turbo boosting? My base speed is 2.30ghz and when I put my laptop in high performance mode it goes up to 4.16ghz. I would love if it would only go up to 3.50ghz.

    Turbo boost can't be regulated as its set by Intel for their CPUs, the "high performance mode" has nothing to do with CPU Turbo Boost as it only sets the folowing settings:

    • Balanced: The system automatically balances power and performance for an optimal experience.
    • Power Saver: Preserve the most power, lowering the system performance. This option will offer the most battery life if you use a laptop.
    • High performance: Uses the most energy, but it offers the most performance.

    Undervolt the CPU as that will assist in reducing the CPUs frequencies, whch also saves power and reduces laptop heat.
