Is my cpu fried? what could the problem be?

I've had the computer for a few years and recently my performance has started to decline and now I can't even run Minecraft over 24 fps anymore and most of my other games are unplayable my CPU fan hasn't been running at full power recently but the temp spikes above 95c every now and then while gaming but normally stays below that my specs are i7 9750 and rtx2060 if its not my cpu what could the problem be?

    Too hot!! Yes, this can fry CPU and esp GPU if it happens too many times. GPU esp should be kept below 85*C or throttling will happen. If it's still running even though slowly, they still should be salvageable with proper thermal management.

    When was the last time the fans, thermal ducts and heat sinks were cleaned and re-pasted? This is considered normal maintenance that should be done annually if the machine is heavily gamed or used for runing power hungry apps.
