Predator PH316-51 both fans 0 rpm after cleaning.

Hi there!
I have PH317-51 2018 laptop. Yesterday I take it to local service center for dust cleaning. After it both fans show 0 rpm. If you look at them with flashlight, you can see, that they try to spin and do about 2 degree turns forward and back.
As they say, they check all connections several times. 

1)What can it be? Can it be BIOS problem?
2) How can I make a proof of that they were operational before they made cleaning?


I saw many topics, similar to this, but with no exact answers, except reinstall PS (OK, they tried with no help).

    So. I made a call to our local forensics experts. The told, that most probably coolers was turned in reversed direction (with air compressor or any other way). This make there engines work like power generator and this make controller chip to burn out. This is most likely variant
     Never blow Acer coolers with compressed air. Only manual cleaning!

    As final answer  this was exactly as it was told by experts. So here is a picture of fan with arrow, showing this controller. One more time - never use compressed air for cleaning Acer cooler!
