How can I get my Aspire Desktop to recognize USB external drives?

My Aspire Desktop is running Windows 11. I can read SD memory cards and USB thumb drives, but it will not recognize any type of external hard drive connected by USB 2 or 3. How can I correct this situation?

    If the 2.5"  HDD/SSD is not detected when already plugged in to the USB port on startup, the USB-to-HDD adapter cable is likely defective. If a 3.5" HDD/SSD is not detected on start up, it also must be powered separately since the USB port usually doesn't provide this.
