Can't restore Acer Chromebook 314 cb314

This Chromebook boots to "OS validation is deactivated". It asks to press "Spacebar" to reactivate it. Doing so doesn't do anything. Ctrl+D doesn't work. I used the recovery tool with a USB flash. It finished successfully. It asked to remove the USB, which I did. Then it rebooted to the same OS verification screen, instead of a normal boot. What should I do?

    Have you replaced anything in the Chromebook? I've seen similar symptoms on machines that have had new drives installed... Also when it gets to that screen is it connected to the internet?
