Chromebook CP311-3H Why does my touchpad stops working?

I have an Acer Chromebook CP311-3H. Every so often, after using my laptop in tablet mode (i.e., tenting/rotating the screen around), when I return to normal laptop mode, the touchscreen no longer seems to work. I've tried various troubleshooting steps--cleaning it, changing touchpad settings, etc--but the only way to get it to restart is to restart the Chromebook itself, which is somewhat of an interruption.

Is this a hardware issue? Or a driver issue? While I'm glad I can fix the issue by restarting the Chromebook, I'm hoping the underlying issue can be addressed so that it doesn't occur in the first place!

    You can try to do a power wash to check if that makes any difference.

    Steps for power wash:

    Factory reset your Chromebook
    1. Sign out of your Chromebook.
    2. Press and hold Ctrl + Alt + Shift + r.
    3. Select Restart.
    4. In the box that appears, select Powerwash. Continue.
    5. Follow the steps that appear and sign in with your Google Account. 
    NOTE: Make sure to backup all the data before the power wash.

    which version of the ChromeOS is installed? Google has been tweaking things a fair amount lately, so they might have mucked up some of the rotation features.
