Acer Aspire 3 A315-41-R2W5 charger broke, unsure if my universal one is working?

My charger broke awhile ago and I finally got a universal replacement but when I plug it in, so it had been dead for months. The light is steady amber for awhile and then starts flashing really slowly (every 10 seconds it turns off). When I click the power button, the charger light and the power light flash for one second then turn off again. I don’t know what to do, is it the charger or so I just need to let it charger for awhile.

    Also and as an addition and if all fails try this, remove the back screws of the back cover remove back cover and disconnect the main battery and the cmos battery (bios battery) for 5 min, reconnect both batteries and reconnect everything and plug the charger/adaptor plug into the laptop and then power the laptop on, wait for about 1 min as the laptop takes time to rest, as this should reset your laptops bios and all battery charging settings with the laptop, especially if it hasn't been powered on for a while. Try that and see if it works? 

    If not then either diagnose these components and/or replace these components:
    1. Main battery change volts 19V (replacement batteries are: PANASONIC part #: KT.00205.006 or LGC AC14B1 part #: KT.0030G.017 or LGC AC14B part #: KT.0030G.011) or the
    2.Charger/adaptor  Input rating either 45W or 65W Output voltage 19V - (OEM 45W - LITE-ON 45W part #: KP.04503.010 or Chicony Power 45W part #: KP.0450H.010 the 65W - DELTA 65W part #: KP.06501.011 or LITE-ON 65W part #: KP.06503.019)
    3. DC plug/cable (65W part #: 50.GPYN2.002 or the 45W part #: 50.GY9N2.002)

    If its not all these components then its an internal circuitries issue on the primary power that needs an expert to fix etc etc

    Thank you!! Managed to get it turned on with my old cord. Will need a replacement cause I have to bend the cord in a ridiculous angle to get it to work so I appreciate the list of components!

    If you can turn the machine on with the new charger plugged in, follow these steps to perform a battery report.

    (1) Search 'cmd' in Windows start menu.
    (2) Right click command prompt near top of menu.
    (3) Click run as administrator.
    (4) Enter 'powercfg /batteryreport' at command prompt.
    (5) Then return to the desktop. Open file explorer.
    (6) Then search for' battery-report.html' in the c:\windows\system32\ sub-folder. Double-click to open it in the browser.
    (7) Post screenshot of the first part of the report if possible that compares design full charge capacity with its remaining full charge capacity.

    With some weird twisting of my old cord I managed to get the old charger to work momentarily! Got it charged enough and I think the replacement cord was the problem. Everything is working fine now! I did do the battery report though because my laptop was dead for months and I can already tell the battery life has diminished.
