If the fans seem to be running OK --- and the air vents are clear --- a liquid coolant may have been used in the heat transfer tube to the CPU & leaked out. Google part nos are 24.Q7MN2.001 or 24.Q7KN2.001 for vendors who ship to your location. About $70usd.

problem is, my laptop has been like this right out of the box. Shouldn't warranty cover this and furthermore i dont think these parts ship to where i am.

Yes, if it's still within the warranty period. However, it would probably involve shipping the laptop to a regional service center to confirm and fix the problem.
