Can't log in after I did a factory reset

After I did a factory reset of windows im not able to create a new login or use my old one. When i restarted I was brought to the login screen but my profile isnt there anymore and when i click on 'I forgot my pin' it brings me to a blue screen saying 'the user profile service failed the sign in. User profile cannot be loaded.'

I tried going into advanced options, doing a system restore but it doesnt show my old account, even when i reset like it prompts me to do.

Tried startup repair and it did list my account and ask me to enter my password, but then it goes to another screen saying startup couldnt repair your pc.

Tried loading in safe mode but that didnt work either.

Im at a loss for what to do and could really use some help

    Since you already did a factory reset, try clean installing Windows 10/11 using USB.

    I tried that but it said "system doesnt have any usb option. Please choose other boot option in boot manager menu. I tried a network boot but that didnt work either

    That message was shown even though you had bootable USB plugged in?
