second monitor does not work

I have a DMtech monitor which worked fine on my old Dell but now that I have updated my desktop it does not work. Is it due to the conversion of VGA to HDMI to display port plug ?

It might help if you could reveal you new desktop model number. If you are trying to run a VGA analog signal monitor from an HDMI  digital signal output you need an active HDMI-to-VGA signal converter not a passive HDMI-to-VGA port adapter. Here is a list of the best signal converters that will probably work fine. https://www.galvinpower.org/best-hdmi-to-vga-converters/
