My Aspire E5-576G will not power on

I have never had an issue with the aspire E5-576G laptop until one day it randomly shut down and it will not power up at all. There is no indication that the laptop is receiving power through LEDs, the fan, or the disk drive. I have done the following things to attempt to repair it as well. 
1. Remove battery and AC power and hold the power button down on the laptop for at least 30 seconds. This did not work.
2. Used a multimeter to test voltage on the power supply which read 19V. Each connector in the laptop registers 19V all the way up to the battery as well. 
3. Tested the battery to ensure it was supplying sufficient voltage to power the device. It was!
4. Ordered a replacement battery to ensure that it wasn't a battery issue. This did not work.
5. Ensuring that the RAM and all other components of the laptop were seated correctly and that there was no visible damage. During this step, I also reseated the RAM and all other connections to make sure they were fine as well.
6. I would attempt a BIOS reset but I don't see a CMOS battery on the motherboard. Unless it is somehow located underneath the motherboard. 

Without completely tearing down the laptop and all of its components is there a way to test other solutions that I haven't thought of?

    If you have the base cover off, check the mainboard under the power button to see if you can find a flexible flat cable from the power button board that may have come loose from the mainboard.

    With the bottom case removed, I can see that the ribbon cable connecting the keyboard to the motherboard is seated properly and held in place with VHB tape, along with each of the other ribbon cables. The only way to get to the back of the power button would require the removal of the motherboard and the metal tray for the disk drive. Which is held down with plastic rivets. Even if the power button has a loose connection wouldn't there be an indication of power coming into the laptop is it just on AC? The AC indicator would illuminate showing there is a connection, correct?

    Please check the area ALL around the periphery of the RAM sockets for a spring loaded button switch. Some mainboards are equipped with a normally off safety interlock switch to cut all power to the mainboard if the base cover is loose, misaligned or otherwise not pushing hard enough again the switch to keep it on.
