PC doesn't start properly, causing weird stutters and unable to sign into the xbox app AN515-44

Hey uh I have a weird issue for months now where for some reason usually a while after my pc starts up, my both nVidia and intergrated gpu go to 100% for a second causing a stutter.
It usually happens once after I turn on my pc like idk 15 minutes after its on?
For some reason I also can't sign into the xbox software. 
Thing is when I turn my pc on and then restart it, that fixes my problems. I find it very annoying and frustrating. 

I tried

-uninstalling all software that I wasn't using on my laptop
-reinstalling windows
-reinstalling the xbox stuffs

idk why this is happening please helppppp
