My laptop is overheating and i can see there are dust on the fan, I'm still under warranty, I can't clean it on my own because there's a warranty seal. Will acer charge me if I ask them to clean it?

Use a coffee filter or a lint-free cloth and a little isopropyl alcohol (a.k.a. IPA, 90% concentration or greater) to clean the thermal paste residue off the thermal contact surface of your heat sink. Instead of IPA, you may also use a dedicated cleaning agent, such as ArctiClean Thermal Material Remover.

Sure you can. Simply by alternately vacuuming the air intake ports and blowing air into the air exhaust port. Do this a few times and will help clear out the dust and debris on the fans. Also raise the laptop about an inch above a hard surface to help cooling airflow in and out of the vents. Don't block the vents when doing so.
