Aspire V3 572 Ram upgrade not running at Full speed , only 1066Mhz, no option in BIOS

My Aspire V3 572 has been struggling sometimes with too much ram usage, so I bought some more 
it required DDR3L Sodimm 204 1600MHz 

so I bought a 2gb stick 

Here is the pre installed Ram on Cpuz


and here is the new stick of Ram 

Both say they can handle Max Bandwidth 1600 Mhz  (800MHz doubled )

and both cpu-Z and Taskmanager confirms it isn't running at 1600(800) MHz  but at 1067 (532.1) MHz



Bios doesn't give me an option for Ram speed, its a locked setting 


I did run a Memtest but no errors were found

    Suspect is about all you can get with mismatched DDR3L memory. Is only going to be as good as the slowest memory. BIOS tests speed as part of POST and selects slowest. This is what you see in task manager.
