i7-1165g7 Thermal Throttling (A515-56)

When a stress test is run on my A515-56, the 1165g7 only reaches a cpu clock of around 3.2ghz, and is not able to reach the 4.7ghz boost frequency listed on intel ark. In HWInfo64, the CPU cores report temperatures of around 90c, where Intel chips thermal throttle. Is there any way to increase the fan speed to reach a higher clock?

Yes turbo mode turns on  at about 65°C and off at 85°C. Over 90°C CPU will start throttling. Due to thermal management issues, laptop vs desktop CPU top speeds are usually de-rated by ~20%. So top laptop speeds should be less than about 80% published values. Since your model does not have a separate discrete gaming GPU with its own VRAM, it's entirely reasonable to see overheating under stress tests or heavy gaming loads. You might reduce throttling a bit by a cooling pad or re-pasting the heatsink to the CPU but not by much for this particular model. Sorry.
