I will try to take a picture of my cpu, it looks like a different texture around the CPU than the rest of the chip.

Also mu cpu always throttling under anything more than 20% load. I replaced the thermal paste few times and still the same. Is the thermal paste on the VRM, VRAM,etc worth replacing with a good thermal pad as I have disassembled the head sink multiple times.

What paste are you using i only recommend kryonaut or similar also how are u applying it youre probably doing it wrong the spread method its the best method only a thin layer over both diodes its enough too much paste its bad same as to less also you need to optimise your windows properly and undervolt with TS good regarding the vram chipsets you can either use normal thermal paste or k5 pro good luck

if you vram has thick pink thermal paste do not use any pads (it was not designed for thermal pads only the 2017/18 still had thermal pads 2019 and above are all thermal paste) you need to use thermal paste either normal one or k5 pro

I you want to get proper vram thermal paste you should get k5 pro if not normal should work fine the main reason why you shoulndt be using thermal pads on any of the 2019 and above models its because of the thickness it will cause the dgpu/cpu diodes to not do a proper thermal transfer to the heatsink and causing overheating/throttling thats the reason why they have started to use thermal paste in the vram chipsets in the new heatsink left/right fan design as the previous were dual fans together on shared heatpipes

seems to me just scuffed pcb give it a good repaste/optimize/undervolt as i advised above and keep an eye on your temps the cpu shouldnt go above 85'ish and the dgpu 70/75 max above that it thermal throttles also a damaged cpu dur to overheating wont even boot its a rare case as it when overheats it will auto shutdown to not burn itself neither any components also the most important its the diode if its not scratched

My laptop never keeps at 75 on load min 85 to 95 even with new thermal paste and I got acer technician to repaste it and still the same. I repasted it now again and ran userbenchmark and immediately cpu reached 92 for a moment then to 80s. How can I undervolt it. The bios is Locked on newer models.

I have another question. Is opening over 15 tab of chrome at one causing the cpu to throttle for a moment Normal?
