"Grounding" help installing HDD

I've got a Acer Laptop and anti static wrist band, didn't know what to clip the metal part onto to "ground" myself, someone online recommended I clip the metal part of it onto the metal end of the charger but does the charger have to be plugged in if I do this? seems kind of dangerous and should I make sure all electronics in the room like the TV are turned off before I open up my laptop? does that decrease the static in the room?

    @Superking174 you can ground yourself with other object that has metal on it since it is difficult to find a grounding spot on the laptop. You can use a work glove if you can't find any grounding spot. Make sure that the laptop is placed on a flat surface like a wood table
