Mouse stuttering/freezing for 0,5 secs on brand new Acer an517-41-r1zj

Hello everyone, 
I am posting this discussion after getting the response of acer support; in which they told me to do a full factory reset, i am trying to figure out if there is a better less time consuming way of tackling the issue. 

I have recently bought a brand new laptop (model name in title), the problem i have been encountering is that whenever the ac power is plugged in, and only on the desktop (not in games or softwares), the mouse (usb mouse) tends to stutter for 0.5 seconds, when moving, right clicking, pressing start, shutdown...
I have tried checking the integrity of windows, updating all my drivers, and doing every possible fix i read online (disabling the accurate pointer in mouse options, disabling the cursor disappears function...) and none have worked. 

The only logical explanation i have found is that it's a faulty switchable graphics between the 2 gpus, the integrated (amd) and the dedicated (nvidia), either that or i have a hardware issue. I would like an expert's opinion on how to verify this, or if i am mistaken perhaps you can tell me what can be done.
