Ok so Im an expierenced computer nerd.  Been building PC's since the 80's so most of your "restart it answers" assume I've tried.
I have a custom setup with a RTX2060 and a 32" 144hz curved predator monitor.  I also have another 32"curved samsung 60hz as a second monitor.  I know upgrading to a 144hz monitor will solve my problem but no $$$.  Basically what is happening is the FPS will drop below 60-70hz pretty much for hours, until finally something happens and the screen flashes and the display port sign pops up on the upper right like it was just plugged in, and then presto I'm gaming 144hz.
Current setup is display port (is the only thing connected to the predator!)----DP RTX 2060
other monitor is HDMI------motherboard(Asus z370)
Originaly I had both monitors running off the 2060, but it was performing better this way.
Ive messed with all the basic troubleshooting cables and such,
I went up and down the Nvidia control panel with multiple settings from forums.
HOWEVER, there is 1 fix that always works, but I hate doing it because it resets all my windows, is to re-seat the display port cable on the monitor.  Works every time
Its driving me nuts.
Any help>>?????

Use the HDMI or DisplayPort for the 32" 144 Hz curved Predator monitor and the DVI Connector for the other 32" curved Samsung 60 Hz monitor as what is happening is that the running two different refresh rates causes problems, and can limit all monitors to the lowest refresh rate if a slower one is displaying GPU-accelerated content.

He is using the DP on the 2060 to the Acer and an HDMI on the system motherboard for the Samsung, so they are being driven off completely different GPUs. No DVI at all... I'm guessing the issue is more in the game app with running the two at different refresh rates, but I don't see why that would be.

Yes, originally I had the 2nd monitor connected to the 2060 via DVI-HDMI cable, I was having the same issue but performance was worse running off the same video card.  I guess I just gotta wait untill I got money for a new monitor.
