Wont stop scrolling

in 2013 Archives

My new laptop wont stop scrolling on its own. I sent it in for repair. They sent it back with a new touchpad and it still does it. I tried turning off the touchpad and it still does it.

    does not sound like touchpad problem.  call service for return service
