    Also disable OneDrive and Security Notifications. Then reboot and see if CPU still overheats.

    I tried that, but it's still the same. I think nothing else will help except for cleaning the laptop, so I'll do that.

    Before you do that, you should run Microsoft's malicious software removal tool just in case the unidentified startup program is part of a malware infection that affects other parts of the system. If you run a full removal scan, it should take several hours for large capacity drives.

    Press WIN+R. Enter 'MRT'. Follow directions to do a full scan.

    It just finished scanning and said it found no malicious software, so I'll clean it. Many thanks for the help.

    Not just clean. Also re-paste the heat sink to the cpu with ArcticMX4 or Kryonaut thermal paste.
