PCIe x4 cards don't work in the x16 slot with Aspire TC-1660.

PCIe x4 cards don't work in the x16 slot with Aspire TC-1660.
I tried four different USB Gen2 (10Gbps) cards in the x16 slot.  None work.
Device Manager shows the cards are not "started" (code 10).
While any one of those cards is plugged in, clicking Scan For Hardware Changes in Dev Mgr instantly locks-up the computer.
I tried the Windows Command Prompt tool "pnputil" and the same thing happens that way.
Is this a known problem?  Is there any fix?

(I'll go brush my teeth and prepare for bed while I wait "600 seconds" to submit this post so I don't provoke that red banner again)

    The TC-1660 uses PCIe 4.0 motherboard, thus 11th gen Intel CPU is possible.

    I tend to believe all the PCIe USB cards that you tried are not for PCIe 4.0 motherboards, probably PCIe 2.0 or PCIe 3.0 type. They are just not compatible yet.
