My latptop doesn't turn ON using power button without charger plugged in, but it can stay ON without charger once it boots up using charger. Acer care center also isn't working even after reinstalling it both problems arrived simultaneously and I can't figure what might be the problem.

Energy (watt-hr) capacity degradation seems normal but your description suggests it can't deliver the startup power (watts) fast enough. Try these two things
    (1) Download, unzip and install this updated AcerCareCenter.

    (2) Open Device Manager. Click batteries folder. Right click and uninstall all drivers you find in this folder. Exit Device Manager without re-installing anything.  Shut down Windows normally.

    (3) Remove charger. Insert paperclip into reset pinhole on bottom for 30 seconds while at the same time pressing and holding the power button.

    (4) Plug charger back in. Wait for battery charge LED to turn steady blue. Then boot Windows normally and let it automatically re-detect the battery and charger hardware and auto re-install fresh copies of their drivers.

    (5) Then shut down Windows normally again with the charger still plugged in.

    (6) If the battery charge LED is steady blue, then unplug the charger.

    (7) Then try to boot Windows again on battery alone.

Sounds like battery can't deliver enough power needed for initial startup. Go to the elevated command prompt.  Enter 'powercfg /batteryreport'. Then return to the desktop. Open file explorer. Then search for' battery-report.html' in the c:\windows\system32\ sub-folder. Double-click to open it in the browser. Post screenshot of the first part of the report if possible that compares design full charge capacity with its remaining full charge capacity. Jack E/NJ
