Yes, it should work at half its full speed potential or about twice SATA3 speeds.

The Samsung 980 Pro is a gen 4 x4 drive. To achieve gen 4 drive speed, the motherboard has to be PCIe 4.0 type with 11th gen Intel CPU for Intel based PCs.

Since a Samsung 980 Pro sells at double the price of gen 3 x 4 drive for same capacity, using it on PCIe 3.0 motherboard PC to get gen 3 x 4 performance is just not economical at all.

Since you have not mentioned the full model number of your PC, I have made the assumption that it is one that has PCIe 3.0 motherboard.
Let us know the exact model number.

Oops ! I missed your model number. Since it uses 7th gen i-3 CPU, it must be PCIe 3.0 motherboard.

I would suggest saving money just use gen 3 x 4  drive with sequential read speed up to 3,400 MB/s, that is about the limit of the board.
