Helios 300 2019 56W cap ?

Hey Im using a Helios 300 2019 model and I actually had this problem for so long but I never checked so thats why Im asking it now. Im using ThrottleStop to limit my clock speed when Idle etc. In my Gaming Profile in ThrottleStop, I set the limit clock speed to 4.2 Ghz, but it never reaches 4.2. It is always stuck at 3.6 - 3.7 ghz. I tried many many ways to solve the problem but nothing seem to be working at all. I checked Max W value, and even though the default Max W is set to 90 for turbo, the pc doesn't go over 56W. It ignores the default limits for some reason. And this default value is not set by ThrottleStop, it is PC's default. So because it doesn't go over 56, I can't get max clock speed on CPU.
