Acer T232HL Touchscreen No Disabled By Windows

I've had an T232HL  for a couple of years and have been very happy with it.

Yesterday I powered up and found the touch screen and USB hub functionality no longer worked.

In device manager, under USB, I see one disabled item that disappears when I unplug the monitor:

"Windows has stopped this device because it has reported problems. (Code 43)
The USB device returned an invalid USB device descriptor."

I've tried disabling and re-enabling, unplugging all cords and holding the power button for thirty seconds, uninstalling the driver and doing a Windows Update.

I've tried different ports and leads.

Has anyone else had this problem? 
Does anyone have a suggestion?

    The invalid USB descriptor error seems to be related to some recent Windows updates. They do almost always clear up after a while, so all is not lost. Try running Windows Update again and make sure it's got the optional hardware updates done as well.
