Loudness is subjective so hard to tell what's normal. Here's the fan loudness table at various temps. For me, 40dba would be noticeable. 43dba would be very noticeable. The G model with an extra fan tops out at 46dba would be loud.

basically cpu temperatures are normal but fan running too loud even in bios, noticed that anything done in full screen causes the fan to go too loud. Was playing slither.io and that caused the fan to go loud. youtube is fine. word processing etc is fine but fan is going too loud for any sort of gaming full screen particularly. Measured db with an app, it is aroun 30-40db.

I'd hear 40dba if I was sitting in front of the screen. But probably wouldn't bother me too much since my hearing isn't good. I also don't listen too good either.   :)    If the CPU/GPU reaches above 70*C while gaming, which is normal under gaming loads, looks like the fan goes full-tilt at 43dba. That might be an issue if your hearing is good. All I can suggest is returning the machine to the vendor for a refund or exchange on something else quieter or wear headphones while gaming.

the sound does not bother me except i wonder if fan going so loud is going to break/malfunction the laptop.

Doubtful but still possible. Replacement fans are pretty cheap & easy to replace in this model anyway. Only 11 screws and the base cover removed to change it.

However, your more immediate issue is to decide whether or not a possible fan failure worries you enough to return it to the vendor for a refund or exchange before the vendor's RMA policy period expires. Usually only a few  weeks. After that, it's ACER warranty service if the fan gives up. This'll take longer.
