AN 515-54 Overheating/Fan Problem

Whenever I boot my pc the fans stay quiet for like 1 minute then go FULL BLAST. I don't know why they'll just bump up to 5000+ RPM when I'm not even playing games.

Also, it's been overheating. I had to get a cooler to cool it up, even then when I'm playing heavy games like COD, it still gets really hot. And when I forget to switch the cooler on there is a lot of lag spikes

I go to NitroSense and go to Manual Fan Control but even then It still goes on as if it was on auto

So even If I put it in manual nothing changes.

And the strangest part the CPU/GPU isn't even that hot

When I put it on manual and put it on the lowest speed it still goes really really fast:

Yeah, the same seems to happen here:

I honestly think the CPU is misreporting considering the heatsink doesn't feel that hot to me.

@freddy4fingers there's a new update I can install but BIOS updating is risky, here's my system info menu for you:
