My laptop wont run at the speed it should. aspire A515-54

I have a acer aspire A515-54 and i got a processor issue.
When i launch a game or a software that requires a decent amount of processment, my cpu clock goes down to 1.60ghz, but when im running taskbar or running stuff that dont require much processment its clock is like 3.6ghz to 4.2ghz wich is very weird.
Ive tried repasting,undervolting,changing power plan,unchecking disable turbo boost,updating windows and re-installing windows.
It is not thermal throttling cause the temps are likely less then 80C when im gaming and 41C at idle. I got a cooling pad too if that matters.
Im looking for a fix cause i want to play with no fps drops or anything like that. 
Also when im playing games the cpu usage is very low. When the gpu usage is very high.
I just want it to run at a decent clock while playing to achieve better fps.

    Hi endermanch,

    Try to do power drain,

    1. Shutdown the unit.
    2. Unplug the cables connected to the unit.
    3. At bottom of the unit there will be a small tiny pin hole with a battery symbol close to it. Take a pin or a paper clip insert into it you feels like pressing a button hold it for 20-30 seconds. ​

    # Try to get the BIOS page.
    1. Turn OFF the unit.
    ​2. Press and hold the F2 key and turn on the unit. 
    3. You will be in setup utility page. 
    4. Once you got the screen release the F2 key.
    5. Tap on F9 key and hit enter key without changing the option.
    6. Tap on F10 key and hit enter key without changing the option.
    7. Your unit will restart by itself. 

    Check this T/S and post the result. ​

    That didnt work. I noticed its thermal throttling. When i tabbed out the temps falled down but when i monitored in game it was always 92-93C
    , my laptop isnt even 5 months old how do i fix that...
