Swift 3 SF314-59 Power (Blue) LED remained ON despite full shutdown

The power (blue) led always shows it's ON despites that I've run a full shutdown on the laptop. The laptop will shows the ACER boot screen when powering up, so I guess it was a cold start.

Had made numerous tweaks including the power plan and disable fast start and it still happens.  On bios 1.09.

Any idea?

    Apparently a battery reset fixed the issue.

    There are two LEDs there, the one with the lightbulb symbol should go off when the system is off or in standby sleep, the one with the battery symbol should be on and blue when the battery is fully charged.

    So essentially it means that the battery indicator will always be ON when it's fully charged, despites that the system is completely shutdown and detached from the power adapter, right?

    Now the peculiar thing is that when I boot up to Windows, the battery indicator had been draining for a few percent less.....
