Does USB port provide more power to a cooling pad than normal 3.1 and 2.0 USB ports? - Nitro 5

So about a month ago I bought a new Nitro 5 which has 4 USB ports:
1x type C,
1x2.0 (I'm guessing, because it isn't blue),
1x3.1 normal,
1x3.1 powered on

I have a cooling pad that is powered by USB and the way I see it I have three options:

1) Power it from any USB port because they all provide the same amount of power and my cable management is best in this arrangement. [This is the way it is now]
2) Power it from the powered-on USB port because it provides more power and thus it is possible my cooling is not running at full speed right now.
3) Power it directly from the wall by plugging the USB-USB cable into one of the excess phone charging adapters and providing most possible power (if it works that way).

My cooling pad doesn't have any displays showing RPM so I can only judge it's performance by feel and sound, none of which I trust.

So how does powerering an external device work and which of those options should I pick? Feel free to introduce another option if it's better.
